Investigative journalists have uncovered that Dmytro Rakhmatullin, the acting head of the Kyiv City State Administration’s motor transport enterprise, owns significant real estate in Dubai. Specifically, Rakhmatullin, who leads the “Kyiv City State Administration garage,” acquired 16 apartments totaling over 2,000 square meters in the Ferretti Luxury Beach Residence skyscraper near Jebel Ali island in 2009.

“As part of the international project Dubai Unlocked, Schemes journalists accessed data on property owners in Dubai and identified current Ukrainian officials who own real estate in the Emirates but fail to disclose it to Ukrainian society, as required by anti-corruption laws,” the “Schemes” project journalists noted.

Dmytro Rakhmatullin invests in Dubai for a long time

Dmytro Rakhmatullin’s Dubai investments include 16 apartments in the Ferretti Luxury Beach Residence, with a total area of 2,255 square meters – equivalent to two Olympic-standard swimming pools. However, the building has remained unfinished since 2009.

Interestingly, Dmytro Rakhmatullin is the owner of Premiere Trading FZC, a company in Dubai (Jebel Ali Free Zone Daimler Chrysler Street). It trades steel products.

Since 2018, Rakhmatullin has overseen parking inspections in Kyiv and has held various positions within the city since 2015. Investigators also found that during the year he invested in the unfinished apartments, Rakhmatullin was on a foreign business trip from 2006 to 2015. In response to inquiries, Rakhmatullin stated that he worked as a manager for private companies in the Arab-African region during that time.

Rakhmatullin’s recent declarations over the past three years, filed this year, omit any mention of his Dubai assets, including in sections for unfinished construction projects, securities, or financial liabilities. By the end of last year, the value of these apartments had reached half a billion hryvnia.

Dmytro Rakhmatullin’s reaction

Dmytro Rakhmatullin did not provide detailed explanations regarding his Dubai investments. He only stated that he does not own sixteen apartments in Dubai and has no unfinished construction projects or investments requiring declaration.
