The UK government is reported to hold a significant amount of bitcoin, valued at approximately $4.1 billion, according to findings by Arkham Intelligence. This discovery reveals that the UK authorities have been in possession of these bitcoins since July 2021, when they gained access to the seized assets.
The UK government’s wallet, identified by Arkham Intelligence, contains 61,245 bitcoins, which were transferred to the government’s control after the confiscation. This wallet has been active, with significant transactions recorded, including a recent transfer of 1,920 bitcoins worth $750 million.
The origin of these bitcoins is tied to a major fraud case involving a Chinese citizen named Zhimin Qian. Qian, who defrauded around 128,000 Chinese investors of billions of dollars between 2014 and 2017, had purchased these bitcoins using funds from his illicit activities. He was behind an illegal fundraiser at Tianjin Blue Sky Gerui, which amassed 43 billion yuan.
Qian collaborated with Jian Wen, who was involved in money laundering the funds obtained from Qian’s victims. Wen’s lavish spending, including buying real estate and jewellery worth millions of dollars, raised suspicions among law enforcement and tax authorities. Despite her initial claims of making money through bitcoin mining and the jewelry industry, it was eventually uncovered that she was part of Qian’s money laundering scheme. Wen has since been convicted of money laundering and is set to be sentenced.
In 2018, UK police confiscated 61,000 bitcoins from Qian and Wen during a raid on their Hampstead mansion. However, by the time authorities realized the full extent of the seized assets, Qian had already fled and remains on the run.
This development comes as the UK is set to implement new laws expanding the powers of the National Crime Agency to seize crypto assets linked to suspected illegal activities. Starting April 26, 2024, local law enforcement agencies will be able to freeze crypto assets associated with criminal activity without the need for a conviction.
Cryptocurrency ownership in the UK has seen a significant surge, with approximately seven million adults now holding digital assets, representing about 12% of the UK adult population. This growth is partly driven by the increasing value of bitcoin, which has soared past $100,000.
The idea of a strategic bitcoin reserve is also gaining traction, with proponents arguing that holding bitcoin could diversify the UK’s reserves, offer a hedge against inflation, and enhance the country’s economic power in a digitized global economy. This concept is inspired by similar discussions in the US, where there are proposals for the US Treasury and Federal Reserve to acquire a significant number of bitcoins as part of a strategic reserve.
